On September 26, during his working visit to Moscow, Tatarstan President Rustam Minnikhanov took part in a meeting of the Government Commission on Regional Development held by Deputy Prime Minister of the Russian Federation Dmitry Kozak.
The meeting focused on the implementation of a set of measures to restructure the budget credits of constituent entities and measures to retain the building-up of the debt commercial burden.
"Our task is to make interbudgetary relations fair, transparent, and predictable. They should be based on mutual responsibility of both the federal centre to the regions and the constituent entities to the centre," Kozak said, opening the meeting.
The meeting also discussed the results of a large-scale work to inspect spending powers of the constituent entities. Measures to stimulate the work of the regions to increase their own incomes were considered as well.
Kozak said the conditions for granting subsidies from the federal budget will include the building-up of the region's own economic potential, additional income mobilization, reduction of inefficient costs, including tax benefits.
