On October 16 , Tatarstan President Rustam Minnikhanov took part in the strategic session on implementation of the Strategy of social and economic development of the Republic of Tatarstan until 2030. Making a keynote report, Minister of Economy of the republic Artem Zdunov said: “Strategy-2030 sets ambitious tasks on increasing the Gross regional product by 1.8 times. Despite the increasing imposition of sanctions planned indexes are being achieved by the regional economy in accordance with the basic scenario of Strategy-2030. Thus, the GRP has increased by 105.4 per cent.
Zdunov noted that the main drivers of economic development are oil and gas industry, mechanical engineering and energy. He reminded about 63 municipal industrial sites functioning in the republic, and informed the meeting that it is planned to increase this number to 100 by 2020.
The minister focused on the territory of priority development Naberezhnye Chelny that was not included in the strategy, however, became an important driver of the town’s development.
Zdunov continued that the contribution of agriculture and food industry to the regional economy makes 11 per cent.
Speaking about health care, the minister noted that the life duration in the republic exceeded 73.5 years , and 173 health care facilities were built for the period of the strategy implementation. As for spatial development, 189 sites have been built and repaired. The works are being carried out at 73 other sites.
According to the minister, 408 km of roads were built and repaired, asphalt concrete roads were built in 76 townships. However, some decisions to change the situation in certain spheres are to be made. In particular, it concerns Kama innovative industrial cluster “Innokam”.
Zdunov said that the rates of the inclusion of Innokam projects leave much to be desired, and a well-coordinated work of regional and federal ministries, agencies and institutes of development is needed to change the situation. The delays in implementation of infrastructure projects influence the implementation of big investment projects of our anchor enterprises.
Having heard the report of the minister, Rustam Minnikhanov shared his vision of the situation. He noted the importance of development of youth potential, and cited the educational center Sirius in Sochi as an example. He focused on the expansion of powers of managing companies of special economic zones and Programme 1119 (the Decree of the Russian Federation “On selection of territorial entities with the right for receiving subsidies for creation of industrial parks and technoparks”).
