Rustam Minnikhanov takes part in the first Volga Federal District Forum on Public-Private Partnerships

On November 13, speaking at the first Volga Federal District Forum on Public-Private Partnerships held in Kazan, Tatarstan President Rustam Minnikhanov said that every fifth housing and utilities facility in the republic operates through public-private partnerships.

Minnikhanov said that through public-private partnerships companies will be able to save state funds, improve the federal, regional and municipal infrastructure, the quality of services in many sectors, including healthcare, housing and utilities, transport and power-engineering.

“I am sure that today's event will give a new impetus to the development of public-private partnerships in the regions. We expect that conclusions made at the forum will contribute to the development and will be taken into account when working out federal programmes,” Minnikhanov said.

"Much work is being done in the republic in the sphere of housing and utilities, with 146 concession agreements having been concluded in 15 municipal regions. Every fifth housing and utilities facility has been conceded. More than 1.1 billion roubles of private investments will be attracted to the industry under these projects. The main thing is that the implementation of these projects has ensured comfortable living conditions for people," he said.

Minnikhanov also said that the republic focuses on the development public-private partnerships in the health sector. "Eight concession agreements have been concluded. Two projects will come into operation this year. Particular attention is paid to attracting medical organizations to provide high-tech medical assistance,” Tatarstan President said.

Among factors that constrain the development of private-public partnerships, Minnikhanov pointed out the issue of training and the lack of long-term financing.
