On December 2, at the Korston Entertainment Complex, Tatarstan President Rustam Minnikhanov took part in the fourth regional forum of socially oriented non-profit organizations.
Making a keynote report at a plenary session of the forum, Chairman of the regional Public Chamber Anatoly Fomin summed up the results the regional non-profit organizations have achieved in 2017, as well as set the main tasks for the development of the movement and initiatives of non-profit organizations for next year.
"The implementation of our joint plans following the third forum allows us to talk about new positive changes in the social life of Tatarstan," Minnikhanov said, welcoming welcomed the participants of the forum. “This has been well illustrated by today's speeches and the results of the work of the forum sections. Our republic has become one of the top three regions after Moscow and St. Petersburg as a result of the competition for allocation of grants by Russian President for non-profit organizations. This demonstrates the growing maturity of civil society institutions of Tatarstan. We see that our President Vladimir Putin pays much attention to the development of civil society. In this regard, it was decided to open the market of social services for non-profit organizations, change the procedure and significantly increase the amount of presidential grants, and adopt a new law on general principles for the activities of regional public chambers. The goal to establish high level interaction between the authorities and civil society is the most important strategic initiative of our leader. Along with measures to strengthen the country's power and improve the quality of life, it founds understanding and full support among various sections of the public," he said.
According to Minnikhanov, without active participation of the public it is impossible to imagine such spheres of our life as civil-patriotic education, charity, social protection, human rights activities and legal education, health-care, sport, education, culture, ecology and volunteer movement.
"For more than ten years, the Public Chamber of the republic has been successfully implementing the role of the most important centre for coordination of social processes in Tatarstan," Minnikhanov pointed out. “Its participation in public relations at the interregional and federal levels is noticeable. I would like to note that the authoritative opinion of the experts of the Public Chamber is taken into account when the republic is making important decisions. In view of the today's discussion, I think that it is a prospective idea to hold the Social Fair regional charitable festival based on the experience of Naberezhnye Chelny. I fully agree with the fact that together with the expansion of the powers of the Public Chamber we should strenthen the status of public councils of ministries and departments and municipalities. In this regard, the proposal to hold the The Best Municipal Public Councilannual regional contest should be supported,” he continued.
Tatarstan President said that with this in mind he has considered it worthwhile to increase the amount of grants for non-profit organizations from 10 to 20 million roubles a year.
