The Ministry of Finance of the Russian Federation has prepared amendments to the Budget Code to improve inter-budgetary relations

The Government of the Russian Federation is working towards increasing transparency and effectiveness of use inter-budgetary transfers, and accelerating delivery of funds to the regions, since 2019. As a result, 94 per cent of the total number of  inter-budgetary transfers were allocated in late 2019 in the budget law. The agreements had been entered into prior to the launch of the Year for the timely execution of expenditures by the regions: majority of them – 99,7 per cent of the total amount on subsidies and about 80% on other inter-budgetary transfers.
