On October 7, Tatarstan President Rustam Minnikhanov held a meeting of the Security Council of the Republic of Tatarstan. State Counsellor of Tatarstan Mintimer Shaimiev, Chairman of the State Council of the republic Farid Mukhametshin, Prime Minister of Tatarstan Aleksey Pesoshin, members of the Security Council, as well as heads of municipalities of the republic took part in the meeting. Deputy Prosecutor General of the Russian Federation Sergey Zaitsev took part in the meeting via videoconference.

The agenda included the issue of additional measures to combat organized crime and its prevention among minors.

Minnikhanov noted that the fight against organized crime is one of the most important tasks the law enforcement and executive authorities of the republic are facing. Increasingly, acts of a violent nature are committed by minors, and there is an increase in the number of grave and especially grave crimes.

Tatarstan President drew attention to the resonant crime that was committed on September 28 in Zelenodolsk - the murder of a taxi driver by teenagers. The suspects were detained, two of them have a police record. “I think the competent authorities will find out what kind of preventive work was carried out with them,” Minnikhanov stressed.

According to Tatarstan President, one of the reasons for juvenile delinquency is the spread of criminal subcultures among adolescents and youth. The criminal lifestyle is actively promoted on the Internet: on websites, forums and social networks.

A number of the largest and most active organized criminal groups are making attempts to create a youth wing, to involve senior school students and vocational education institutions in their ranks.

“Today we need to take measures to minimize the impact of criminal subcultures. Our task is to reduce the level of juvenile delinquency, to prevent their negative impact on other adolescents. Juvenile delinquency requires decisive and targeted measures to prevent it. We understand that the efforts of law enforcement agencies are not enough here. We need joint work of all government bodies, both at regional and municipal levels,” Tatarstan President added.
