Ildar Khalikov: Each teacher shall be paid a salary depending on the work done

On March 23, Tatarstan Prime Minister Ildar Khalikov held a meeting on modernising the comprehensive education management system.
Opening the meeting, he reminded in February this year at the meeting of the Security Council Tatarstan President Rustam Minnikhanov named three problems which need to be solved to improve the quality of education in the republic. They are ineffective methodological services, ineffective remuneration system and a great number of low-competence schools. All these factors jeopardized both socio-economic progress and current achievements in economic growth versus other Russian regions, Khalikov noted.
“Rustam Minnikhanov has given an errand to the Tatarstan government to focus on these issues, as well as on bringing up the younger people as patriots. The Minister of Education of the republic was requested to prepare a set of measures aimed at modernizing the education system, which includes new qualification requirements to education management authorities, proposals on building a personnel reserve and education strategy project,” Khalikov added.
Making a keynote report at the meeting, Tatarstan Minister of Education Engel Fattakhov noted that last autumn the ministry set up a coordination board to analyze the situation and improve methodological efficiency. Its members visited to municipal regions to see into the education process at educational institutions and render support to management teams and teachers. According to him, many problems were revealed during their visits.
“This includes unequal access to quality education in Tatarstan. A large gap remains between the ten best and ten worst schools, based on unified state exam results. Municipal methodological services, however, are unable to fully support the low-performance schools because of lack of qualified staff,” the Minister commented. The job is unpopular among experienced teachers, as an average monthly teacher salary is nearly 30 per cent higher than that of a methodologist, he added.
The ineffective remuneration system failed to properly stimulate managers and teachers.
“The main problems hindering progress of Tatarstan education system are lack of a unified education quality management system in Tatarstan municipalities, ineffective staff appointment for top positions, low salaries at methodological services and lack of impetus to improving the quality of education in the present-day system,” he stressed.
According to the reporter, by 5 May the municipal executive authorities are to develop and begin implementing an action plan aimed at restricting the comprehensive educational institution network with the number of students less than 80.
Moreover, on September 1 a new remuneration system would be launched in Tatarstan for education management authorities, education institution directors and staff members, as well as for methodologists, the Minister pledged.

On November 5, speaking at the Government House of the republic at a regional video-conference held by Tatarstan President Rustam Minnikhanov with participation of Prime Minister of the Republic of Tatarstan Aleksey Pesoshin, First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Aleksey Frolov reported that to date, as many as 2 million 954 thousand square meters of housing have been commissioned in Tatarstan.

On November 25, at their meeting in the Government House of the republic, Tatarstan President Rustam Minnikhanov and Director General of the Fund for the Protection of Citizens' Rights - Shared Construction Participants Konstantin Timofeev discussed the completion of the construction of problematic shared construction facilities in Tatarstan.
On October 28, at the Government House of the republic, Tatarstan President Rustam Minnikhanov chaired a regular board meeting of Tatneft Oil Company, to sum up the results of the company's budget execution for the 9 month of the current year and to approve budget amounts for October of 2020.
