The area is home to one million people and accounts for about one fourth of the regional gross product, 42 per cent of synthetic rubber, 54 per cent of polymers manufactured in Russia, as well as for Russian truck and truck tyre production.

According to Minnikhanov, the Innokam project was supported by the federal government and an action plan had been approved. He said the concept was developed by the Russian Academy of National Economy and Public Service.

The purpose of the concept is to build Russia’s best innovative manufacturing centre and to promote high-technology industrial pools as a model of long-term development, allowing to convert the industrial and technological potential into a high general living standard.

The project focuses on infrastructure-related projects, including transport and power supply, modernizing the core industries, personnel training through establishing higher educational establishments, and improving the quality of living.
