On December 26, at a regional meeting in Kazan held by Tatarstan President Rustam Minnikhanov, Minister of Civil Defence and Emergency Situations of the republic Rafis Khabibullin said that a special fire safety regime was introduced in the republic from December 15 to January 10, 2016. According to Rafis Khabibullin, Tatarstan Ministry of Emergency Situations organized control over the observation of fire safety regulations in launching fireworks. 376 sites for launching fireworks will work in Tatarstan. All the sites are provided with fire fighting primary means, information stands and safety instructions. According to Rafis Khabibullin, supervisory measures have been carried out in the republic. On December 19, speaking at a meeting at Tatarstan Government House Tatarstan President Rustam Minnikhanov has forbidden officials to receive and give gifts.
“On the threshold of New Year holidays, there are many people who want to give gifts to heads of regional and municipal level. Let's stop this practice," Minnikhanov said.
Instead, Tatarstan President offered officials to give each other New Year cards or gifts made with their own hands.
