On May 30, in Moscow, Tatarstan President Rustam Minnikhanov took part in a meeting of the Scientific Advisory Council under the Chairman of the Federation Council of the Federal Assembly of the Russian Federation on economic, budgetary, financial and tax bases of federalism.
The meeting discussed topical issues in the sphere of federative relations. In particular, inventory of powers and financial resources for their implementation at all levels of government, establishment of a single registry of powers for federal and local bodies, as well as development of a concept to improve inter-budget relations until 2020.
Chairman of the Federation Council Valentina Matviyenko said that real federalism presupposes that regions have opportunities to provide all citizens with a certain minimum life quality level, a standard of well-being.
Speaking at the meeting, Minnikhanov noted that the current system of evaluation and incentives of regions has multi-step complex nature and does not reflect efforts of regions to expand the tax base. He expressed his hope that the issues being discussed at today’s meeting will have a positive impact on the development and improvement of inter-budgetary relations.
According to Tatarstan President, stimulation of the regions from the federal budget by expanding the non-mining tax base seems to be effective. This could significantly boost up production capacity of the regions and attract investment.
