The Finance Ministry is ready to abandon the project granting the Central Bank authority to limit cash payments and return to the idea of their legislative limiting by the amount of 600 thousand rubles from January 1, 2014, said the agency "Prime" Deputy Finance Minister Alexei Moiseyev.
Raising the ceiling on annual salary at which the rate of premium is 30%, up to one million rubles from 568 thousand rubles, will not be too hard for business, says Finance Minister Anton Siluanov.
The Ministry of Finance has not yet decided to replace lost income sources of the federal road fund, but did not see the need to tie them to any tax, because we are talking about compensation from the budget, and not the rate increase, said the agency "Prime" Deputy Finance Minister Sergei Shatalov . The Russian government has instructed the Finance Ministry to finalize the question about the sources of the formation of the road fund. Energy Minister Alexander Novak reported earlier that we have considered the possibility to use it for filling not only the excise tax, but other taxes, in particular the mining tax. "There was such a version, but has not yet taken any decision," - said Shatalov. According to him, the issue is finally resolved in August, that is, towards the end of the process of preparing a draft budget for next year.

The National Council for financial stability of the Russian Federation will head Siluanov.

On July 9 at their meeting in Kazan Tatarstan President Rustam Minnikhanov and Board Chairman of FGN Capital Aleksandr Khaldei discussed further development of Technopolis New Tura. 

In particular, they focused on construction of four new pavilions, agro-industrial complex, logistics centre and retail park. 

Rustam Minnikhanov approved investor’s plans on further development of New Tura and saying he was ready to render overall support in the project implementation. 

Aleksandr Khaldei, in his turn, thanked Tatarstan leadership for support: “We are happy to work with regional authorities that are willing to help in adopting innovative technologies and provide all conditions for introducing new business standards.”
On July 9 at a teleconference on harvest season held by Russian Prime Minister Dmitry Medvedev Tatarstan President Rustam Minnikhanov said that according to the latest forecast grain harvest in Tatarstan would make 2.5 mln tonnes in 2013. 
Dmitry Medvedev started the meeting by saying that grain and leguminous crops harvest is underway in southern Russia and the current situation is quite good compared to last year. At the same time, abnormal high temperatures were observed in June and July in European Russia, some regions were drought-stricken. “This situation has been repeating over the past few years, and this can negatively impact harvests,” Dmitry Medvedev noted. 

Tatarstan President Rustam Minnikhanov made a report on crop situation in Tatarstan. He noted that the discussed matter was very urgent for Tatarstan. “We had good crop forecast. With 3 mln hectares of arable land being cultivated, we have done all agro-technical works. But the situation has become worse because of soil moisture deficit,” Rustam Minnikhanov reported.

The meeting discussed the formation of the statistical reporting on wages of social workers, as well as the progress in the placement of information about the institutions on the official site for posting information about the state (municipal) institutions.

On July 6 Russian President Vladimir Putin took part in official opening of the 27th World Summer Universiade 2013 in Kazan. 

A striking ceremony started from the procession of actors representing different Russian peoples. Then, spectators welcomed Russian President Vladimir Putin and FISU President Claude-Louis Gallien. The state flag of the Russian Federation was carried along the arena and it was raised above the stadium.

An impressive show and a parade of participants were presented on the stage afterwards. Going round the stadium to the music of various classical Russian composers, teams took their seats on the stalls. 

Spectators could also see the Reflection 3D show demonstrating rich Russian culture, inventions of Russian science and technology. Fountains were gushing out, boats were floating on the stage, and acrobats were coming up to the top of the stadium. Spectators also took part in the performance showing their flashlights. 

FISU flag was then brought to the stage and raised above the stadium to the student anthem “Gaudeamus”.

On July 6 Russian President Vladimir Putin arrived in Kazan to take part in opening ceremony of 27th World Summer Universiade 2013 in Kazan. 

Vladimir Putin was met by Russian Vice-Premier Igor Shuvalov, Plenipotentiary of Russian President in Volga Federal District Mikhail Babich, Tatarstan President Rustam Minnikhanov, Mayor of Kazan Ilsur Metshin and other officials at Kazan international airport. 

Upon his arrival Vladimir Putin accompanied by Igor Shuvalov and Rustam Minnikhanov looked over new terminal and got familiar with the airport modernization. Then, the President traveled by aeroexpress “Lastochka”. 

In the evening Vladimir Putin will take part in opening ceremony of Universiade 2013 at the biggest sports venue - Kazan-Arena football stadium for 45000 seats and meet with sportsmen of Russian national team. 

On July 6 First Deputy Prime Minister of Russian Government, Head of the Organising Committee of 27th World Summer Universiade 2013 in Kazan Igor Shuvalov and Russian Minister of Sport Vitaly Mutko arrived in Kazan.

Guests were met by Tatarstan President Rustam Minnikhanov, Russian Deputy Minister of Sport Natalia Parshikova, Director General of ANO “Executive office of 27th World Summer Universiade 2013 in Kazan” Vladimir Leonov, Tatarstan Minister of Youth Affairs, Sport and Tourism Rafis Burganov at Kazan international airport.

Upon arrival Igor Shuvalov, Vitaly Mutko and Rustam Minnikhanov went to the Kazan Kremlin to take part in the last round of Universiade Torch Relay. 

Igor Shuvalov, Vitaly Mutko and Rustam Minnikhanov carried Universiade Torch down Kremlevskaya street. Then, Ak Bars hockey player Ilya Nikulin and Russian tennis player Anastasia Myskina carried the Torch to Kazan Federal University.
