The state Duma adopted in the second reading the draft Federal budget for 2018 to 2020. The third reading is scheduled for November 24.

It is assumed that the budget revenues in the coming three-year period will grow in nominal terms but to decline as a percentage of GDP. In 2018 they will be 15,258 trillion rubles, or 15.7% of GDP in 2019 — 15,555 trillion rubles, or 15.1% of GDP in 2020 — 16,285 trillion rubles, or 14.8% of GDP. Budget expenditures in this period are expected to reach 16,529 trillion rubles (17% of GDP), 16,374 trillion rubles(15.9% of GDP) and 17,155 trillion rubles (15.6% of GDP). The budget deficit in 2018 will amount to 1.3% of GDP in 2019 and 2020 will drop to 0.79% of GDP.

In the second reading decided to direct on increase of remuneration in connection with the increase in the minimum wage in 2018 4.4 billion, in 2019 16.3 billion rubles in 2020 – 19,2 billion rubles. On health is allocated 8 billion roubles in 2018 and for 7 billion rubles in 2019 and 2020, to connect medical organizations to 4.9 billion rubles and 5 billion rubles per year respectively.

The cost of military salaries increase by 2018 at 52,762 billion rubles in 2019 — 66,401 billion rubles in 2020 — 121,559 billion rubles on the development of culture and tourism — at 2,384 billion, 7,294 billion and 3.5 billion rubles, respectively, on education for 10 billion, 8 billion and 6 billion rubles.

In 2018-2020 the preservation of the river Volga and the prevention of pollution will be allocated a total of about 3 billion rubles on the creation of a comfortable urban environment — 75 billion rubles. The development of forestry allocated an additional 4.3 billion rubles in 2018, 4.4 billion rubles in 2019 and 5.4 billion rubles in 2020.

The cost of the program of development of agriculture in 2018-2020 increased by 20 billion rubles a year to provide funding at the level of 2017 (242,3 billion). Grants to support investment lending in agriculture in the three year period will total 39 billion rubles per year. And subsidies for compensation of interest rates on investment credits (loans) to support concessional lending to agribusiness identified for 2018 at 52.2 billion rubles in 2019 and 2020 — at 55.5 billion.
