Dmitry Medvedev said about the need for «tuning» of the tax system

The tax system in Russia needs to be «tuned in», said Prime Minister Dmitry Medvedev, opening a meeting on economic issues.

The President of Russia Vladimir Putin in the message to the Federal Assembly on March 1 said that the future government will as soon as possible to form a new tax conditions. According to him, the tax system should ensure the replenishment of budgets of all levels and to stimulate economic growth. Later, Finance Minister Anton Siluanov said that his Ministry will soon submit proposals for setting up of the tax system of Russia that will allow to transfer part of the burden from direct to indirect taxes.

«The economy is growing, and there are large tasks that currently have to solve, including those that arise from the President’s address. The tax system really need a special setting. Every tax system is performing interrelated tasks: it is on the one hand replenish the budget, on the other hand, it should stimulate and structural changes. And here is the balance of these two approaches is the most difficult task that, probably, it is necessary in this area to work for the government of the Russian Federation «, — said Medvedev.

Among the tasks the Prime Minister outlined, in particular, the decision on the completion of the tax maneuver in the oil industry.

«Another important area about which we talk all the time — it is to clean the system of various benefits and exemptions, which were introduced by the Federal decisions, but in respect of regional or local taxes. We agreed in General to use the machinery of two keys, so that the regions could more influence on own tax base. Of course, the regional authorities need to put in the forefront the interests of the development of the region, its territories, and not just fiscal challenges,» continued Medvedev.
