On October 26, at Tatarstan Government House, Tatarstan Prime Minister Ildar Khalikov a meeting on quality improvement of housing and utilities services with participation of all municipal regions of the republic.
Making a keynote report First Deputy Minister of Construction, Architecture and Housing of Tatarstan Alexei Frolov noted that since the beginning of the year, the ministry has received more than 14 thousand appeals from citizens, most of which on general building property maintenance, poor provision of public services and housing, as well as the need to overhaul.
Frolov added that as of October 1, 2015 the total debt of Tatarstan residents for housing and communal services made 4,755 million roubles.
The largest debts were recorded in Kazan (more than 2,145 million roubles), Naberezhnye Chelny (more than 658 million rubles), Nizhnekamsk (330.5 million roubles) and Almetyevsk region(384 million roubles). The list figures were detected in Kaybitsky region- a little more than 100 thousand roubles.
Khalikov encourages regional heads to pay special attention to the payment discipline and make every effort to ensure full collection of payments.
Frolov added that as of October 1, 2015, arrears of utilities for electricity amounted to 293.8 million roubles. According to him, Bavly region is the most problematic in terms of the payment. The water utility debt in Bavly town totaled 19.6 million roubles, while the average level of payments for 2015 amounts to only 67 per cent of the calculation.
Summing up, Khalikov urged the heads of the regions clearly monitor the quality of housing and communal services in conjunction with law enforcement authorities.
"Any tricks and machinations in the housing and communal services will be strictly punished. Not only by administrative, but also criminal methods. I should stress that it is going to be a real deprivation of liberty. I call everyone to pay attention to it," he said.
