Rustam Minnikhanov: “We need to clearly define boundaries of Tatarstan”

On January 15, speaking at a summing-up meeting of the Tatarstan Department of the Federal Service for State Registration, Cadastral Records and Cartography, Tatarstan President Rustam Minnikhanov said: “We need to clearly define boundaries of Tatarstan”.

Summing up the activity of the Tatarstan Department of the Federal Service for State Registration, Cadastral Records and Cartography in 2015, Head of the Department - Chief State Registrar of the republic Azat Zyabbarov said that during the reporting year 12,000 inspections for compliance with the land legislation were conducted. As a result, 9500 violations were revealed, with administrative fines totaling about 49 million roubles being imposed. Also, the work to identify illegal excavation of quarries is underway. According to Zyabbarov, only in the republic more than 200 quarries, 168 of which were developed in the grounds being state property were found in 2015. Organisations and officials were fined more than 3 million roubles.

Minnikhanov said that the problem of illegal use of land should be solved using the strictest methods.

Making a report at the meeting, Director of Tatarstan Cadastre Chamber Lenara Muzafarova said that as little as 50 per cent of Tatarstan municipalities are at the moment found in the public cadastre, and Tatarstan has no formal boundary there at all.  Defining the region’s boundaries should allow impose taxation on many land plots that currently have no owner. It will also be a guarantee against disputes between the regions regarding land ownership.

Minnikhanov stressed the work to include information on the region’s boundaries in the public cadastre should be carried out quickly.
