The government approved the project on improvement of the budget process

The government of the Russian Federation at session approved a bill to increase budget transparency, optimization of the procedure of introduction of the draft budget and its changes starting in 2018, the website of the Cabinet of Ministers.

The bill proposes to split the documents and materials for the draft Federal budget for those submitted by Cabinet to the state Duma in paper form, and those that are published by the Ministry of Finance on the single portal of the budget system of Russia.

Paper will be presented the documents and materials that are common to all bills, the main directions of budget and tax and customs tariff policy, the forecast of socio-economic development, which is based on the formation of the draft Federal budget.

The bill provides that, beginning with the date a project on the portal of the budget system will be available to all related materials in electronic form, certified by digital signature the Ministry of Finance or his authorised officials. The Finance Ministry will also place the data of the register of expenditure obligations to be performed at the expense of the Federal budget, including regional budgets, and data about the sources of income of the Federal budget.

In addition, it clarifies that the expected results of socio-economic development and its forecast will not be submitted if the basic characteristics of the Federal budget is not changed or if the provisions of the budget for the current and planning periods no longer in effect.

It is also proposed to simplify the modification of the project in the event of redistribution of budgetary allocations on the implementation of individual budget programs, a list of which will be approved by a separate law. For the purposes of parliamentary control over such changes, it proposes to strengthen the consideration of the proposals of the government Commission of the Federal Assembly of Russia, consisting of representatives of both chambers.
