On November 22 Tatarstan Prime Minister Ildar Khalikov took part in All-Russia meeting on increasing energy efficiency in regions: monitoring of execution, promotion of best practices within the framework of II International energy efficiency and saving forum ENES 2013.
Minister of regional development I.Slyunyaev, Deputy Minister of Energy A.Inyutsyn, Director of the Department for budget policy in the sphere of innovations, civil industry, energy, communication and private-state partnership of Russian Ministry of Finance S.Nagovitsyn, Governor of Tambov region O.Betin were also present in the meeting.
Participants of the meeting discussed implementation of projects, management of regional programmes, funding of regional energy efficiency programmes for 2014, and offered measures on improving state policy in this sphere.
The round table "Energy efficiency in budget sector: new models of non-budget investments" was held in the afternoon.
International rating agency «Moody's Investors Service» on November 21, 2013 raised the rating of the Republic of Tatarstan to the level of "Baa3" - ("Stable" forecast). As a result, the first rating of the Republic of Tatarstan on a global scale of the agency related to investment-grade ratings.
Today, the Ministry of Finance of the Republic of Tatarstan held a meeting to review the results of financial and economic activity and tax payments paid by individual organizations.
Today, at a meeting of the State Council of Tatarstan deputies passed in the second and third readings of the bill on the budget of Tatarstan in 2014 and the planning period of 2015 and 2016.
28 questions are included in the agenda for the forty-sixth session of the State Council. The main of them - Bill "On the budget of the RT 2014 and the planning period of 2015 and 2016 ."
On November 20 Director General of ZAO “Complex energy systems” Boris Weinzicher and Director General of OAO “Generation company” Rauzil Khaziev signed Memorandum of intentions at Tatarstan Government House in presence of Tatarstan President Rustam Minnikhanov and Minister of Industry and Trade Ravil Zaripov.
The document presupposes development of energy infrastructure via construction, reconstruction and modernization of objects of heat and electric power supply that are managed by ZAO “Complex energy systems” and OAO “Generation company”. Investment projects will be implemented at objects managed by OAO “Generation company”.
Joint use and technological exchange for the purpose of increasing reliability and efficiency of power supply in regions controlled by ZAO “Complex energy systems” and OAO “Generation company” are expected.
On November 20 at his meeting with Tatarstan President Rustam Minnikhanov in Kazan President of Siemens, Russia and Central Asia, Vice-President of Siemens AG Mr Dietrich Muller said that the company considers Tatarstan to be an attractive region for investments.
Tatarstan President thanked company’s officials for the visit to Kazan and noted that Germany is one of region’s strategic partners. In particular, trade turnover between Tatarstan and Germany is increasing, 82 companies with participation of German investors are working in the republic.
Tatarstan President reminded that on October 15-17 he visited two German regions and got familiar with its economic potential and prospects.
We are willing to continue mutually beneficial cooperation with Siemens and close partnership relations. Rustam Minnikhanov reminded that in 2012 Tatarstan and Siemens signed an agreement on strengthening strategic partnership and mutually beneficial cooperation.
Mr Dietrich Muller noted high economic potential of Tatarstan. He believes that cooperation will be continued. He also mentioned that cooperation with DAAD is interesting for Tatarstan, and Siemens is willing to cooperate with Tatarstan higher educational institutions as well.
An agreement on cooperation between Siemens and Kazan power engineering university was signed at the end of the meeting.
On November 20 Tatarstan President Rustam Minnikhanov met with Head of Rossotrudnichestvo Konstantin Kosachev and Chairman of the Commission on foreign affairs of Grand National Assembly of Turkey Volkan Bozkir.
Welcoming the guests, Rustam Minnikhanov said that Russia-Turkey Public Forum will open today in Kazan (Korston hotel), and thanked for choosing Kazan to hold the event. Russia-Turkey Public Forum is a new format of interaction, he added. Rustam Minnikhanov believes that the event will give impetus to development of relations between Russia and Turkey, Tatarstan and Turkish partners.
Rustam Minnikhanov noted that there is a high volume of trade turnover between Tatarstan and Turkey, and the biggest projects at Special Economic Zone “Alabuga” are implemented by Turkish companies. We traditionally have good relations in business, culture, history, education spheres, the President added.
Due to changes in federal legislation the work begun on the order of introduction of taxation on property of organizations on the cadastral value of commercial and administrative facilities , non-residential buildings, retail, office facilities, catering facilities and consumer services, immovable property of foreign organizations not operating in the Russian Federation through a permanent establishment . As part of this work the Ministry of Finance of the Republic of Tatarstan on November 20, 2013 organized a meeting with representatives of the Ministry of Land and Property Relations of the Republic of Tatarstan, the Federal Tax Service of the Republic of Tatarstan. A workshop was held with financial authorities and land and property relations cities of Kazan and Naberezhnye Chelny Almetyevsky and Nizhnekamsk areas.
