On October 28 at a video conference of organising committee on celebration of 70th anniversary of Victory in Great Patriotic War Tatarstan President Rustam Minnikhanov said: “We have to tell the younger generation about heroes of Great Patriotic War. It is an important part of patriotic education.”

The event was held with participation of all municipal regions and was broadcasted online on the Official Government Portal.

To the point, Tatarstan President’s Order “On celebration of 70th anniversary of Victory in Great Patriotic War of 1941-1945” was signed on October 9, 2012.

An organising committee was then established to prepare for celebrations, and a plan of events was approved. Heads of municipal regions and city districts were asked to establish local organising committees and make up their plans as well.

On October 28 Tatarstan President Rustam Minnikhanov held a meeting with heads of small oil companies concerning results of their work for 9 months and tasks till the end of 2013.

Opening the meeting, Rustam Minnikhanov noted federal and regional oil production results for 9 months of 2013. The volume of hydrocarbon material extracted in Russia made more than 390,000,000 tons, which is higher compared to the previous year's level. Tatarstan also saw the growth in volumes. By and large, 24.56 mln tons of oil have been produced for three quarters. 

President stressed that “we are working better but with lower income”. The first reason for that is the decline in oil prices. The average cost of one barrel of oil is 5 dollars less compared to the last year. At the same time, it is the oil industry that has been the important resource for the budget replenishment, Rustam Minnikhanov noted. Thus, the total amount of tax deductions made by the independent oil companies to different budget levels made 48,7 bln rubles.

On October 28 Tatarstan President Rustam Minnikhanov held session of OAO “Tatneft” Board in Almetievsk on results of budget performance for 9 months of 2013 and approval of November budget.

The Board of Directors heard information about efficiency of new technologies and geological exploration of oil fields, discussed financial and economic activity of subsidiary and affiliated companies.

It was noted that Tatneft group currently works as a single business entity, provides increase of production output and obtaining of stable financial results.

Organisation of works on increasing production and labour activity of oil-and-gas production department “Almetievneft” was also discussed at the meeting.

On October 25 Tatarstan Prime Minister Ildar Khalikov held a board session of OAO “Grid company” on fulfilling the plan on capital repair of 900 objects of main and distribution network for 9 months of 2013.

The Board of directors considered implementation of measures on preparation for autumn-winter period 2013-2014.

It was stated that all measures included in the plan had been implemented. According to results of inspection conducted by the commission with participation of Ministry of Industry and Trade, Volga Department of Federal Service for Ecological, Technological and Atomic Supervision, Tatarstan Ministry of Emergency Situations positive decisions were made and operational readiness acts were drawn up.

The Board of directors defined improvement of customer service level as one of company’s priority activities. Organisation of one-stop customer services was also discussed at the session.

The Ministry of Finance of the Republic of Tatarstan held meetings.

On October 24 at his meeting with President of the European Bank for Reconstruction and Development Suma Chakrabarti, Tatarstan Prime Minister Ildar Khalikov said that EBRD is a long-time and reliable partner of Tatarstan.

Welcoming guests, Ildar Khalikov noted that close cooperation with EBRD in 90s helped to support the largest producer of KAMAZ trucks, and in 2011, in cooperation with Daimler company the Bank became KAMAZ shareholder.

Ildar Khalikov continued that notwithstanding difficult economic situation in the world, Tatarstan is going to maintain leading positions. Besides traditional oil production and petrochemical enterprises, such as Tatneft, Kazanorgsintez, Nizhnekamskneftekhim, there are new industrial companies working in Tatarstan, OAO TANECO and Ford group. The Prime Minister also noted that industrial and innovation sites are intensively developing in the republic, the largest ones are Kama industrial park “Master” and Special Economic Zone “Alabuga”.

On October 23 at their meeting in Kazan Tatarstan Prime Minister Ildar Khalikov and Director General of State Finance Department on Loire and Atlantic Loire Christian de Boisdeffre discussed prospects of cooperation in 2014 and current economic situation in the world.

Ildar Khalikov noted that after summer Universiade 2013 Tatarstan has become recognizable in the world and consolidated its relations with many countries, including France.

On October 22 at the Ministry of Finance of the Republic of Tatarstan, Deputy Minister Danil Volkov, with a representative from the Office of the Federal Revenue Service of Russia in RT, took part in a meeting  with the individual credit and insurance organizations to review the expecting performance of financial and economic activities and payments in the consolidated budget of the Republic of Tatarstan for the first 9 months 2013, as well as in the whole of 2013.
