On January 15 at a summary session of the Ministry of Justice Tatarstan President Rustam Minnikhanov said that the ministry carries out major work on formation and improvement of legislative and legal base. The Minister Larisa Glukhova made a keynote report on results of work in 2013. She informed that the ministry completely fulfilled the plan. She noted that every year the State Council passes more laws than it is planned.

Larisa Glukhova also informed that the ministry carries out monitoring of enforcement of legislative acts and work on restatement of USSR and RSFSR acts. Moreover, the ministry conducts analysis of the bills in order t reveal corruptogenic factors.

In 2013 the Ministry of Justice registered 426 legal acts of executive authorities.

In cooperation with the Ministry of Information and Communication work on creation and maintenance of the website pravo.tatarstan.ru was fulfilled.

The Ministry of Finance plans to add 200 billion rubles to the reserve fund by the end of 2013. This was announced by Finance Minister Anton Siluanov at the 5th Gaidar Forum.

"Ministry of Economic Development of the Russian Federation will not make a proposal to amend the budget rules," - Alexei Ulyukayev told reporters on the sidelines of the Gaidar Forum. 

If dividends and interest which are paid by Russian companies through their "daughters" in foreign offshore will be covered by tax, the authorities of the Russian Federation will be able to attract additional treasury at about 5-6 billion dollars, chief economist of the Russian office of Bank of America Merrill Lynch Vladimir Osakovski calculated.

Deficit of regional budgets of subjects of the Russian Federation is a very great concern for the Ministry of Finance of the Russian Federation. This was announced today at the annual Gaidar forum by the head of department Anton Siluanov. "Last year they increased the deficit by more than 2 times, the deficit reached about 700 billion rubles - Siluanov said. - This is alarming us. At the same time the deficit was covered by remnants of the resources that have been accumulated in previous years. In 2014, there won't be possibility of using these resources. "

The federal budget deficit is amounted to 0.5% of GDP in terms of 0.8% in 2013.  This was announced by Finance Minister Anton Siluanov at the Gaidar Forum. Ministry of Finance even exceeded the performance of income compared to the revised data for the year. Anton Siluanov also said that the level of oil and gas deficit was 10.2% of GDP at 9.7% of the original plan in 2013. "It is at a high level, and the challenge is to bring it down to 5-6% for several years," - said the Minister.
