The deputies removed from the agenda the consideration of the bill, which was proposed to make changes to the republican budget of the current year, at the 11th meeting of the State Council of Tatarstan. It provided for the abolition of the indexation of wages of government employees of the republic, scheduled from October 2020.

The deputies of the State Council proposed to suspend the indexation of salaries of civil servants in 2020 due to the expected reduction in revenues to the budget of the republic. The bill on amendments to the republican budget law will be considered at the next meeting of the State Council. This decision was made today at a meeting of the Committee on Budget, Taxes and Finance. In addition, members of the relevant committee discussed issues of extending the validity of some tax benefits.

The expected volume of forgone oil and gas revenues of the federal budget (connected with excess base price for oil over the factual price) is forecasted in the amount of 47.8 billion rubl in July 2020.

The average price for Urals oil in January-June 2020 amounted to $39,68 per barrel, in January-June 2019 – $65,63 per barrel.

The Government of the Russian Federation is working towards increasing transparency and effectiveness of use inter-budgetary transfers, and accelerating delivery of funds to the regions, since 2019. As a result, 94 per cent of the total number of  inter-budgetary transfers were allocated in late 2019 in the budget law. The agreements had been entered into prior to the launch of the Year for the timely execution of expenditures by the regions: majority of them – 99,7 per cent of the total amount on subsidies and about 80% on other inter-budgetary transfers.

Ministry of Finance of the Russian Federation prepares proposals for medium-term budget planning, including to provide resources in the following years with immediate obligations in connection with the implementation of Message of the President, Minister of Finance Anton Siluanov said.

The Russian Ministry of Finance does not see a significant risk of inflation in Russia exceeding the target of 4% in 2020, Finance Minister Anton Siluanov said in an interview with Rossiya 1 TV channel.
