State Duma Committee on Economic Policy, Entrepreneurship and Innovation Development gave a positive opinion on the draft law on the federal budget for 2013 and the period of 2014 and 2015. The project was submitted to the lower house of the Russian parliament on September 28.
The Committee concludes that the budget system dependence on the external economic environment continues to be a major problem. Uncertainty about the hydrocarbons market price poses serious threat to the financial stability of the state and economic growth in general.
The Ministry of Finance of the Republic of Tatarstan, held meetings with the financial authorities of municipalities and urban districts on the execution of local budgets in January-September period, and the expected execution of local budgets in October 2012.
The meetings discussed the fulfillment of plan assignments for the tax collection and non-tax revenues, provision of planned spending funding sources, the obligations municipalities for the State Habitat Fund payments.

Ildar Khalikov told officials of the Chinese company that republic is one of the most investment-attractive regions in Russia. Head of the Tatarstan Government said that according to results of 2011, Ernst&Young and Forbes estimated Tatarstan as the best region for doing business. “China is an important partner for Tatarstan and Russia. The international logistics corridor Europe – Western China passes through Tatarstan. It will soon become the main route of cargo transportation in the Central Asian region,” Ildar Khalikov said.
President of Tatarstan has visited the Kazan technopolis “Himgrad”, a state-of-the-art industrial complex meant for small and medium-size companies occupied in the field of chemistry and polymers processing.
Rustam Minnikhanov accompanied by the first Vice-premier Ravil Muratov and other officials visited two production premises. The first one is meant for the resident companies, the second is a logistics complex.
One of the Russia’s largest transport and logistics companies is expected to provide the whole range of services for technopolis.
By the way, the objects have been built for one year. Funding was provided at the expense of loan facilities assigned for Himgrad for expanding infrastructure under the agreement signed between the Tatarstan Government and OAO Gasprombank in 2010. Total area of the two production premises is more than 16 thousand m².
Turkey-Tatarstan Business Forum on cooperation in the field of automotive industry and automotive components production took place in the city of Bursa, Turkey. President of the Republic of Tatarstan Rustam Minnikhanov participated in the event.

Ildar Khalikov delivered a speech addressed to chiefs of ministries and agencies, enterprises and organisations involved in implementation of civil defence measures who gathered at the Government House. He said that training and population warning is an important part of civil defence.
